The Programme will contribute to the improvement of ecosystem services and to halting the loss of biodiversity in Lithuania.  

ORIENTATIONS FOR THE FUNDING

The Programme will be implemented by way of an open call, three small grant schemes and four pre-defined projects.

OPEN CALL

Project activities  for funding related to the following:

1. preparation  of restoration plans for big wetland complexes and  restoration of wetlands involving local communities;

2. restoration of wetlands involving local communities;

3.development of mechanisms to maintain a good status of open natural habitats involving local communities;

4. improvement of functions maintaining migration of ecological network.

The minimum amount of grant assistance applied for under the open call is €290,000; the maximum amount is €1,300,000.

Available total re-granting amount of € €2,995,699.

SMALL GRANTS SCHEMES

The Programme contains three small grant schemes:

Assessment of possible impacts of wind energy development on migrating and breeding species (€342,750);

Assessment of possible impact of climate change on biodiversity at ecosystem level and readiness to address them (€352,941);

Consolidation of historical and decentralizes data on localities of protected species into national Protected Species
Information System (€200,000).

The minimum amount of grant assistance applied for under the small grants schemes is €50,000; the maximum amount is €250,000.

The calls for proposals under the small grants schemes will be launched simultaneously with the open call

PRE-DEFINED PROJECTS

Pre-defined project 1: Capacity building in species monitoring

Project promoter: Environmental Protection Agency

Estimated total project cost: €585,000

Project will addresses the lack of data concerning species that should be monitored under the EU Habitats Directive. The project will focus on the development of methodologies for species monitoring, collection and evaluation, and collection and analysis of data regarding invasive species. It will also include the development of monitoring schemes (species monitoring).

Pre-defined project 2: Ecological education in administrations for protected areas

Project promoter: State Service for Protected Areas under the Ministry of Environment

Estimated total project cost: €1,072,000

The project will focus on promotion of ecological education in protected area administrations, increasing of public knowledge on natural values conservation.

Pre-defined project 3: Elaboration of management recommendations for Natura 2000 sites

Project promoter: State Service for Protected Areas under the Ministry of Environment

Estimated total project cost: €200,000

The project will develop mechanisms to maintain good status of open habitats after restoration works.

Pre-defined project 4: Preparation of a national study on the distribution and state of the main ecosystems services on Lithuanian territory

Project promoter: Environmental Protection Agency

Estimated total project cost: €919,846

The EU Biodiversity Strategy until 2020 obliges EU Member States to map and assess the state of their ecosystems and services. The project contributes to the implementation of target 2 of the Strategy: "To maintain and restore ecosystems and their services".

PROGRAMME PARTNER

The Donor Programme Partner is the Norwegian Environment Agency.

 

 

 


The grant rate of the bilateral fund is 100%.  BILATERAL RELATIONS

€191,765 of the total Programme budget set to a fund for bilateral relations.

Bilateral funds will be used to organize events, as well as to fund the search for project partners and development of partnership ideas and projects between project promoters, other relevant stakeholders, and entities in Norway, to facilitate networking, exchange, sharing and transfer of knowledge, technology, experience and best practice between the Project Promoters and entities in the Donor States.

The grant rate of the bilateral fund is 100%.
