The Programme for Capacity-Building and Institutional Cooperation between Beneficiary State and Norwegian Public Institutions, Local and Regional Authorities is designed to promote a stronger cooperation between Lithuanian and Norwegian municipalities as well as regional and national authorities.

The Programme for Capacity-Building includes three areas:

  • increased and strengthened cooperation between municipalities and regional authorities in Lithuania and Norway;
  • cooperation on climate-change inventory;
  • cooperation and capacity building with regard to the domestic and gender-based violence.

In all these areas Lithuanian and Norwegian authorities exchange their experience by consulting with each other and subsequently encouraging a greater cooperation and efficient problem-solving.

The main purpose of the Programme is to complement national and regional policy goals by transferring of know-how and good practice experience of Norwegian institutions to Lithuanian counterparts and by strengthening capacity building as well as co-operation among public institutions and local and regional partners in Lithuania and Norway.

For the most part the program is financed  by the Norwegian Financial Mechanism (8 000 000 EUR.) and co-financed by the Lithuanian State Budget (1 400 000 EUR).
