The aim of the project is to improve the dissemination of professional cultural products and services in the Panevėžys region and to ensure equal accessibility; to encourage the creativity of adults, children and youth facilitating their participation in cultural education activities and to expand cooperation boundaries of Panevėžys region's cultural organizations.
 
Project was implemented with partners - Panevėžys district Naujamiestis Cultural Center-Art Gallery and Voss Cultural School from Norway. Through inclusive activities of this initiated international project and participatory learning, Panevėžys District Municipality was taking a step towards improving the availability and quality of cultural services and strengthening cultural education in the Panevėžys region. The Norwegian Voss model is the first program of its kind in Scandinavia to comprehensively educate the leaders of music ensembles in the environment of their local ensembles. Meaningful bilateral cooperation contributes to improving the quality of leadership in music groups, emphasizing the role of the band leader, conditions for the development of cultural life and musical level.
 
During the project:
  • By applying the Voss model, team leaders were trained to work at all levels, i. e. to train current (I mentoring stage) and future (II mentoring stage) conductors of orchestras, bands, choirs, vocal music groups, folklore ensembles and groups. Through individual lessons, the Voss model provided an opportunity for young leaders to gain professional hands-on experience with a variety of ensembles while strengthening their close connection to local musical life. The applied model raised the level of leaders of existing ensembles and discovered new, ambitious talents in the field of leadership of a musical ensemble: existing ensemble leaders were provided with the skills to train young, future ensemble leaders, thus creating a network of qualified teachers who can train a new generation of musical ensemble leaders.
  • During the I and II mentoring phases, two high-level concert programs were created and presented to the general public at the local, municipal, and county level. In total 5 concerts were organized - 2 at the local level (elderships), two at the municipal level and one at the county level.
Project partners firmly agreed to look for opportunities to continue established productive cultural relations between two countries, developing the continuity of project activities, trying to deepen acquired experience and create new creative products.
