Skaistakalnis Park is a unique place in Panevėžys, located in the city center, but still maintaining its authenticity. In this park, the poet, activist and lawyer Čerkesas had its Pragiedruliai mansion. It was a place for people to gather and exchange ideas. The mansion did not work for a long time, therefore without this mansion the park lost its cultural asset. Currently, the mansion is being renovated and adapted to the public use.

Aim of the project: to promote public involvement in cultural processes in a revitalized cultural heritage site (Pragiedruliai mansion), that meets the needs of local communities, through creative placemaking methods and cultural entrepreneurship training. 

Activities in the mansion will be based on Čerkesas ideas and a shared vision developed with the community. The aim is to make this place a focal point for local communities, attractive and accessible to the general public.
During the implementation of the project in Pragiedruliai mansion new theater, applied arts, audio-video studios, art residences and community spaces will be installed, where cultural educational activities and cultural services will be provided. In the newly equipped premises it is planned to organise creative placemaking, cultural entrepreneurship trainings, seminars for cultural heritage owners, good practice sharing activities, art residencies, during which artists from Norway, Iceland and Liechtenstein will work closely with the local community and involve it in their creative process.
By using innovative methods such as creative placemaking, co-creation, art of hosting, project team and artists will enhance cultural entrepreneurship of local people. The content for the work is chosen according to the unique character of the place and also employing cultural resources of the region. In addition, the mansion will be equipped with an ecological garden, which will be developed by experts together with local stakeholders.

The target group of the project is Panevėžys local communities. Arts and cultural institutions. Artists and residents. The general public. communities in cultural exclusion, children and young people up to the age of 29.
