Identification and selection of an idea comprise formal recognition of the start of a project. However, an idea is only a germ of a project. Prior to a well developed project idea, first of all, all project ideas shall be analyzed and the best idea shall be selected in order to be able to apply for funding.

This process consists of the analysis of needs and problems of stakeholders, identification of project’s purpose, formulation of project’s objectives, tasks, results and activities, development of potential project implementation strategies, environmental study and inspection, analysis of the prerequisites for success and risks of a project and resource planning.
The classic method which helps to analyze and structure a project idea consists of the questions ‘who/what’, ‘what for’, ‘what’, ‘why’, ‘where’, ‘when’ and ‘how’. Thus, in order to properly analyze project ideas and to select the most appropriate idea, the following questions shall be answered:

Question ‘Who/What?’
Who/what prepares a project? Are any partners necessary? Who/what could participate, what would be their role, who/what would motivate them to participate? In order to make partners be really involved in a project, it is necessary to start cooperation with them from the very start that they would find themselves to be project co-owners and would jointly assume the responsibility. The larger a project is, the higher the risk related to involvement of unknown partners is. In any case, it is very important to talk to each other more in order to come to the common vision of a project. The key aspect related to management: does the organizational structure of partners provide enough flexibility, will it not encumber project administration?
If you are project organizers, do not forget to justify you participation: why do you undertake to implement a project, does your organization have enough experience, abilities and other (including financial and administrative) resources? What evidence (for instance, any operational documentation) could you provide to make the unknown evaluator believe in you?
The partnership scheme for management is equally important: ways used by partners for communication, development of a project, coordination of activities.

Question ‘When?’
The plan of activities envisaged shall be provided in the form of an application. Such division of an entire project into stages, if thoroughly prepared, may be useful as a management tool during implementation of a project. You should not forget to take into account the schedule of the programmes relevant to a project. In general, when shaping the content of a project, you should assess the time which might be needed for its implementation realistically. Regardless of whether a project covers only one short-term activity or is the process lasting several years, it is important to give a project a long-term perspective, i.e. to consider how a project is related to anything prior to it and how it will affect events occurring after its closure.  

Question ‘How?’
The methodology for project implementation covers both project management and the activities. You should not forget that any larger project requires pre-considered management solutions, work with a team, motivation of partners, participants, etc. It is important to consider such questions as how activities will be carried out, how cooperation with business partners will take place, how the efficient and timely implementation of a project will be ensured, etc.
