ATTENTION!

Objective

To help facilitating the establishment of bilateral partnerships between institutions or cultural actors of the Donor States (Iceland, Liechtenstein and Norway) and Lithuania

Eligible applicants

Legal entity, established in the Republic of Lithuania or in one of the Donor States.
Individual person being resident of Liechtenstein.

Eligible activities

Travel costs between Lithuania / Donor state and Donor state / Lithuania to visit partners in potential bilateral projects under the Programme and the development of such partnerships prior to or during the preparation of the Open call project application will be compensated.

Type of the call/ Deadline for submitting applications

Continuous submission of applications.
The call for travel support shall be closed once budget of the call is used, but not later than three weeks before closing the respective Open calls for project proposals launched within the Programme (shall be announced on www.cp,a.lt and www.eeagrants.lt).

Total budget of the Call

€50,000.00

Maximum grant for one application

Up to 2 000 eur.

Project grant rate

The grant rate is 100% of the total eligible expenditure.
Up to 80 percent of total allocated grant can be paid to the applicant as advance payment.

Applications will be evaluated on the basis of their priority (the earliest applications will be evaluated first).  For more information please refer to the Guidelines for applicants.

Short introduction to the “Culture” programme

The objective of the “Culture” programme is strengthening of social and economic development through cultural cooperation, cultural entrepreneurship and cultural heritage management. The Programme will seek to contribute to the quality of life in the regions by developing cultural components, introducing three different interventions for the expected outcomes, which are the following:

Outcome 1: Access to cultural, artistic and creative activities improved. Open call No 1 for project applications shall be launched.

Eligible applicants shall be: any entity, public or private, commercial or non-commercial and non-governmental organisations, established as a legal person in the Republic of Lithuania. The core activity of the Applicant or its partners from Lithuania shall be carried out in the cultural and/or creative sector as defined in Regulation (EU) No. 1295/2013 establishing the Creative Europe Programme.
Eligible partners shall be:

  • Public or private entities, commercial or non-commercial and non-governmental organizations established as legal persons in the Republic of Lithuania. If the Applicant carries out its core activity outside of the cultural and / or creative sector within the meaning of Regulation (EU) No 1295/2013 establishing the Creative Europe Programme, at least one partner from Lithuania shall carry out its core activity in these sectors;
  • Public or private entities, commercial or non-commercial and non-governmental organizations established as legal persons in one of the Donor States whose principal activity is  in the cultural and / or creative sector within the meaning of Regulation (EU) No 1295/2013 establishing the Creative Europe Programme;
  • natural persons who are legal residents in Liechtenstein.

Involvement of partners from Donor States shall be mandatory.
Outcome 2: Cultural heritage management enhanced. This outcome shall be achieved by the pre-defined project (no open calls shall be launched).
Outcome 3: Local cultural entrepreneurship fostered. Open call No 2 shall be launched as a two-stage application procedure (stage 1 - call for project concepts and stage 2 – invitation to submit project applications).

Eligible applicants shall be: any entity, public or private, commercial or non-commercial and non-governmental organisations, established as a legal person in the Republic of Lithuania.
Eligible partners shall be:

  • Public or private entities, commercial or non-commercial and non-governmental organizations established as legal entities in the Republic of Lithuania.
  • Public or private entities, commercial or non-commercial and non-governmental organizations established as legal entities in one of the Donor States or in non-EEA countries, which share a border with Lithuania, also international organizations, entities or agencies as defined in clause 7.2.2 of the Regulation.
Funding under this Outcome will be provided along the following Funding Measures:
  1. Projects restoring and revitalizing listed cultural heritage sites for cultural purposes;
  2. Project revitalizing sites for cultural purposes.
The Programme shall stimulate local development and regeneration through support for cultural, creative and cultural heritage revitalization activities that involve and empower local communities ensure social inclusion and anti-discrimination and cross-sector partnerships. For this purpose the Programme will support projects related to the improvement of the circulation of high quality professional cultural and creative productions and services, supplemented by cultural educational activities, in the regions of Lithuania. The fostering of cultural entrepreneurship will be achieved through the support of the projects featuring creative placemaking approach.
All Programme related information, including calls for proposals, shall be available on www.eeagrants.lt and www.cpva.lt.

Project partnership must be designed to involve both – Lithuanian municipalities and local communities. In case of involvement of partners from Donor States, additional points will be given during quality and benefit evaluation stage.
