PROGRAMME LT07 “PROMOTION OF DIVERSITY IN CULTURE AND ARTS WITHIN EUROPEAN CULTURAL HERITAGE” CO-FINANCED BY THE REPUBLIC OF LITHUANIA AND THE EUROPEAN ECONOMIC AREA FINANCIAL MECHANISM 2009-2014

Call for proposals under the Programme “Promotion of Diversity in Culture and Arts within European Cultural Heritage” of the European Economic Area (EEA) Financial Mechanism (hereinafter referred to as “the Programme”)

Objectives

 

  1. to encourage Lithuanian cultural organisations to participate in international cooperation projects and to initiate them;
  2. to stimulate the dissemination of professional art in the regions of Lithuania.                

Areas of funding and measures

 

Areas of culture and arts within the implementation of projects supported by the Programme are: visual arts, performing arts, music, interdisciplinary art, architecture, library activities, ethnic culture, literature, culture and art education, dissemination of cultural heritage, digitization of culture and cultural heritage, museum and gallery activities, audiovisual art (except feature, documentary and animation film production).

The assistance under the Programme shall be allocated to the following measures:

  1. projects of the international creative co-production (hereinafter referred to as ‘Measure I’) shall receive LTL 2,771,990.71 (EUR 802,824.00), including LTL 2,356,192.10 (EUR 682,400.40) of the assistance under the EEA financial mechanism and LTL 415,798.61 (EUR 120,423.60) of co-financing funds);
  2. projects of the international cultural cooperation (hereinafter referred to as ‘Measure II’) shall receive LTL 751 491,56 (EUR 217 647,00), including LTL 638 767,83 (EUR 184 999,95) of the assistance under the EEA financial mechanism and LTL 112 723,73 (EUR 32 647,05) of co-financing funds).

Projects suitable for support

The project must fall within a Measure I or Measure II.

The project under Measure I must meet the following characteristics:

  1. the project must lead to the creation of a new creative product of artistic or cultural value, that is implemented in one or several areas of funding;
  2. the project has to be implemented in cooperation between a legal entity registered in Lithuania and a legal entity(ies) or another organisation(s) from the Donor State(s)*, all of which are operating in the cultural sector;
  3. the creative product created during the project must be presented at least once in no less than two regions of Lithuania and at least once in the Donor State that the project partner(s) is/are from.

The project under Measure II must meet the following characteristics:

1. the implementation of the project must be carried out in one or cover several areas of funding;

2. the project has to be implemented in cooperation between a legal entity registered in Lithuania and a legal entity(ies) or another organisation(s) from the Donor State(s), all of which are operating in the cultural sector;

3. at least one main activity of the project (a seminar, a conference, a workshop, etc.) must be carried out in each of the participating countries.

* The Donor States – Norway, Iceland, Liechtenstein.

The project shall be a public interest project (seeking to attain objectives important for society rather than seeking commercial interests or interests of one person (legal or natural)).

Eligible applicants and their partners

 

  • An eligible applicant is a legal entity registered in Lithuania, operating in the cultural sector and incorporated at least one year prior to the submission of the application;
  • the applicant must have a project partner(s) from the Donor State(s). The project may additionally involve partners from Lithuania. The number of partners in a project is not limited.
  • the applicant and its partner/partners shall meet the eligibility requirements listed in the Methodology for the Evaluation of Eligibility for Financing (Annex 2 to the Guidelines);
  • the participation of the partner(s) in the project shall be justified in the project application. The applicant shall select only such legal entities or other organisations as partners, which will be able to make an actual contribution to the project activities and/or actively use the results of the project;
  • the contribution of partners to the project shall be human resources. The partner may, however is not obliged to, contribute material resources;
  • the application must be submitted jointly with a copy of the partnership agreement in English, signed by the applicant and the partner (-s).

Total budget of the call

LTL 3.523.482,27 (EUR 1.020.471,00), including: LTL 2.994.959,93 (EUR 867.400,35) of the assistance (from the budget of EEA financial mechanism) and LTL 528.522,34 (EUR 153.070,65) of co-financing funds (from the budget of Lithuania).

Minimum and maximum amount of funding available for the project

The amount of the funding allocated for the implementation of a project under Measure I shall be at least LTL 138.112,00 (EUR 40.000,00), however not exceeding LTL 517.920,00 (EUR 150.000,00).

The amount allocated for a project under Measure II shall be at least LTL 51.792,00 (EUR 15.000,00), however not exceeding LTL 138.112,00 (EUR 40.000,00).

Maximum rate of funding

The maximum rate of funding is 85% of the total eligible project costs.

Eligible expenditure

Eligible categories of expenditure include:

  • project participants’ and implementation costs;
  • project administration costs;
  • services;
  • equipment, installations and other property;
  • indirect costs.

Dates for project implementation

  • The implementation of the activities of the project must start not later than within 3 months from the date the project implementation agreement comes into force;
  • the implementation of the activities of the project under Measure I must be completed by the date specified in the project implementation agreement but not later than by 30 April 2016.
  • the implementation of the activities of the project under Measure II must be completed by the date specified in the project implementation agreement but not later than in 12 months counting from the signing date of the project implementation agreement.

The starting and the final date for submitting the application

 

The starting date for submitting the application: 21 May 2014 at 8.00 a.m.

Project application procedure temporarily has been suspended. Few alterations for Guidelines are being made therefore the deadline for the Call has been extended until 5 September 2014 at 16.15 p.m.

The applications shall be submitted to the CPMA in sealed envelopes. The applications shall be sent by the specified deadline by registered mail or using courier services or delivered by hand directly to the CPMA. The application is deemed to be submitted in time if the date stamp on the envelope or submission to the courier is not later than the deadline for the acceptance of applications.

Project selection manner

The projects to be funded are selected via open call. The evaluation of the projects is organised and carried out by the Central Project Management Agency. A decision regarding funds allocations to the projects will be made by the Ministry of Culture of the Republic of Lithuania, taking into account to the recommendations of the Project Selection Committee.

Priorities for the selection of projects

Projects will be evaluated higher if they will include the following aspects:

  • high artistic and cultural value of the project;
  • cooperation and partnership between participating organizations in the project will have a significant positive impact on the overall quality of the project;
  • project aims to reduce cultural and (or) social exclusion and to improve access to culture;
  • project will be implemented either partly or entirely by entities operating in the cultural sector from the regions of the participating countries;   
  • project takes account of and raises public awareness about the principles of non-discrimination  and tolerance, cultural diversity  and intercultural dialogue (also involving national minorities);
  • substantiated importance and relevance of the project;
  • project involves young people under 25 (applies to projects under Measure I);
  • project involves project promoter or partner(s) which have not been previously involved in international cultural cooperation projects (applies to projects under Measure II);
  • the share of own funds of the project promoter and (or) partner(-s) is higher than 15 %.
  • 5 percent of the funding available will be allocated to projects taking account of or related to the Jewish cultural heritage.
