CALL FOR SUBMITING THE APPLICATION FOR ALLOCATION OF ADDITIONAL ASSISTANCE AND CO-FINANCING FUNDS FOR THE PROJECTS BEING IMPLEMENTED UNDER THE GREEN INDUSTRY INNOVATION PROGRAMME UNDER THE NORWEGIAN FINANCIAL MECHANISM 2009−2014

Potential applicants

 

Project promoters implementing projects under the Partnership Project Scheme of the Green Industry Innovation Programme under the Norwegian Financial Mechanism 2009-2014 (hereinafter referred to as the ‘Project’)

Conditions for additional funding

Additional funding for the projects shall be allocated by means of selection where it is planned to implement a larger scale project, i.e. achieve more quantitative results and/or carry out more activities directly related to the project being implemented than provided for in the project implementation agreement.

 

Additional funding may be allocated to the Project implemented under the Partnership Project Scheme of the Green Industry Innovation Programme under the Norwegian Financial Mechanism 2009-2014 if a larger scope of the project brings more social and/or economic benefit and better contributes to the achievement of the objectives of the project provided for in the project implementation agreement (hereinafter referred to as the ‘Agreement’)

 

Additional funding may be allocated for the projects if all the following conditions are met:

1. the project promoter, following the legal acts of the European Union and the Republic of Lithuania and the provisions of the Regulation on the Implementation of the Norwegian Financial Mechanism 2009−2014 approved by the Ministry of Foreign Affairs of the Kingdom of Norway on 11 February 2011 (hereinafter referred to as the “Regulation”), has assumed all measures that may reduce the amount of additional expenses of the project;

2. the project promoter is not capable of covering the additional expenses of the project from own funds;

3. the project activities have not been accomplished and the project promoter has not submitted the final payment claim and/or the final project implementation report;

4. upon allocation of additional funding, the maximum amount of funding eligible for the project provided for in the Guidelines of Partnership Project Scheme would not be exceeded;

5. the additional funding would not increase the funding intensity provided for in the Agreement. Thus, in the event of allocation of additional funding for the project the funding intensity of which provided for in the Agreement is lower than 100 per cent, the project promoter must make an appropriate contribution of own funds to the project so that the funding intensity provided for in the Agreement is not exceeded;

6. the project promoter undertakes to implement the measures of information and raising public awareness of additional funding if an increase in the value of the project results in changes in the requirements applicable to the information and publicity measures provided for in the Rules on the Funding and Implementation of the European Economic Area and Norwegian Financial Mechanisms 2009−2014, Programmes and Projects approved by Order No 1K-135 of the Minister of Finance of the Republic of Lithuania of 11 April 2012 “Regarding the Implementation of the European Economic Area and Norwegian Financial Mechanisms 2009−2014 in Lithuania”.

Total budget of the call to submit an application for additional funding

675 992,00  Eur

Ministry of Economy of the Republic of Lithuania reserves the right to increase the planned budget of the call up to 1.097.909,00 Eur

The starting and the final date for submitting the application

 

The starting date for submitting the applications: 15 April, 2016 at 8.00 am.

The final date for submitting the applications: 15 June, 2016 at 5.00 pm.

The application for Additional Funding and the supporting documents may be sent to the CPMA within the time limit provided for in the call by registered mail and/or courier services or delivered to the address indicated in the call.

The CPMA may be provided with a copy of the application for Additional Funding and the supporting documents by e-mail if the original application for Additional Funding and the supporting documents shall be submitted to the CPMA not later than within 5 working days from the date of submission of the copies of the application for Additional Funding and the supporting documents by e-mail
