PROGRAMME LT08 “EEA SCHOLARSHIP PROGRAMME” CO-FINANCED BY THE REPUBLIC OF LITHUANIA AND THE EUROPEAN ECONOMIC AREA FINANCIAL MECHANISM 2009-2014

Title of the call

Call for proposals under the Programme LT08 “EEA Scholarship Programme” of the European Economic Area (EEA) Financial Mechanism (hereinafter referred to as “the Programme”).

Objective

 

This call is designated to the programme aim:

1. Enhancing student achievements in preschool, general education and vocational training through modernisation of curricula and improvement of teacher training and in-service training of educational staff.

Supported activities

 

In the implementation of the Programme aims according to the Guidelines the following measures are financed:

1. Mobility projects in other educational institutions and education related institution (hereinafter referred to as Measure I).

2. Inter-institutional cooperation in the field of education (hereinafter referred to as Measure II).

Activities supported under Measure I are as follows:

1. Lecturing visit for a period up to 6 weeks. Minimum requirement for the lecturing visit participant is to deliver lectures for minimum 5 hours in the applicant’s or partner's institution throughout the visit period.

2. Participation in conferences, seminars, workshops or other training events for period up to 6 weeks.

3. Traineeship of a project participant in applicant’s or partner’s institution for purposes of training or research (“job shadowing”).

Activities supported under Measure II are as follows:

1. Support to inter-institutional cooperation in the field of education between the institutions in the Republic of Lithuania and Donor State, including such measures as exchanges of education institutions’ administrative staff, teachers, lecturers or students, or placements of students or administrative staff.

2. Modernisation of curriculum.

3. Modernisation of teaching (learning) methods or teaching (learning) tools.

4. Advising on development of the educational offer or education system.

Eligible applicants and partners

 

Requirements for applicants:

The applicant must be a legal entity (public or private) registered in the Republic of Lithuania, which:

  • is providing educational services and authorised to provide education following the procedure established by the laws of the Republic of Lithuania;
  • is conforming to other requirements set in the Annex 1 to the Guidelines and not conforming to any of the criteria set in the Paragraph 184 of the Administration Rules, is considered to be an eligible applicant.

Requirements for partners:

In projects under Measure I applicants must cooperate at least at one partner in a Donor State (Norway, Iceland, Liechtenstein).

In projects under Measure II applicants must cooperate at least at one partner in a Donor State or in Lithuania.

Eligible partners from the Donor State:

  • is a legal entity providing educational services and legally operating in the Donor State;
  • is corresponding to other requirements listed in Annex 1 to the Guidelines and not conforming to any of the criteria set in the Paragraph 184 of the Administration Rules, is considered to be an eligible project partner.

Eligible partners from Lithuania:

  • is a legal entity registered in the Republic of Lithuania, providing educational services and authorised to provide education following the procedure established by the laws of the Republic of Lithuania;
  • is corresponding to other requirements listed in Annex 1 to the Guidelines and not conforming to any of the criteria set in the Paragraph 184 of the Administration Rules, is considered to be an eligible project partner.

When choosing a project partner, the applicant should consider his knowledge, experience and competences needed for performing the activities stipulated in the project, capacity to supplement the projects with the required resources.

Total budget of the call

718 478.00 EUR:

  • for implementation of projects under Measure I – 287 241.00 EUR;
  • for implementation of projects under Measure II – 431 237.00 EUR.

Minimum and maximum amount of funding available for the project

Minimum amount available for the project under Measures I and Measure II –50 000.00 EUR.

Maximum amount available for the project under Measures I and Measure II –100 000.00 EUR.

Maximum intensity of the support

Financing intensity under Measure I and under Measure II is 100% of eligible project expenses.

Dates for project implementation

  • Project activities could not be started earlier than the registration date of project application of the Central Project Management Agency (hereinafter referred to as CPMA). The project costs are eligible for funding from the date of the Programme Operator decision regarding the funding of the projects.
  • All project activities have to be completed by the deadline established in the project implementation agreement, but no later than by 30 September 2016.
  • Project activities must start not later within 90 days from the day the project implementation agreement comes into effect.

The starting and the final date for submitting the application

 

The starting date for submitting the application:

5 August 2015 at 8.00 am.

The final date for submitting the application:

5 October 2015 at 5.00 pm.

Applications may be sent by the specified deadline by registered mail and/or using the services provided by couriers or delivered in person to the CPMA.

Applications will have to be received at the CPMA or sent by registered mail (postal stamp) or using the services provided by couriers (delivery date to the courier) within the deadline.

Project selection manner

The projects to be funded are selected via open call.

The assessment of the project applications will be carried out by the CPMA.

A decision regarding funding for the project will be made by the Minister of Education and Science of the Republic of Lithuania, having in regard the recommendations of the Project Selection Committee.
