Call to applicants for obtaining assistance under the 2009–2014 Norwegian Financial Mechanism Programme LT10 “Capacity-Building and Institutional Cooperation between Beneficiary State and Norwegian Public Institutions, Local and Regional Authorities” (hereinafter referred to as “the Programme”) for the Small grant scheme projects.

Objective

 

The Programme is aimed at:

– Complementing national and regional policy goals by transferring of know-how and good practice experience of Norwegian institutions to Lithuanian counterparts and by strengthening capacity building as well as co-operation among public institutions and local and regional partners in Lithuania and Norway.

Supported activities

 

Funding under the Guidelines will be provided for following activities:

  1. transfer of knowledge and perfecting skills in various fields;
  2. improving the level of administrative and public capacities of local and regional institutions;
  3. promotion of life-long learning;
  4. promotion of anti-corruption measures on local and regional level.

Eligible applicants

 

Eligible applicants are:

  1. Local authorities;
  2. Institutions of regional authorities, if they have territorial units providing public services at regional or local level and institutions of local authorities (any public institution, which provides services for the community and is located and registered in a particular municipality or region, including, but not limited to, schools, hospitals, youth organizations, day care centers, community centers, sports organizations, museums culture houses, communal services providing enterprises, fire brigades, etc.). If an applicant is an institution of regional or local authority, the project’s beneficiaries must be the territorial units of the institution;
  3. Non-profit public institutions that provide educational services in accordance with their regulations;
  4. Associations of local and regional authorities.

The applicant must also meet eligibility requirements laid down in the Eligibility assessment methodology (Annex 3 to the Guidelines).

The project shall be implemented together with at least one project partner, which is a legal entity registered in the Kingdom of Norway.

In addition to at least one project partner from the Kingdom of Norway the project may involve a partner(s), which is a legal entity registered in the Republic of Lithuania.

The partner(s) is a subject to the same eligibility requirements as the applicant. The partner(s) must also meet eligibility requirements laid down in the Eligibility assessment methodology (Annex 3 to the Guidelines).

Total budget of the call

EUR 1.882.352,00 for projects under the Small grant scheme.

Minimum and maximum amount of funding available for the project

For projects under the Small grant scheme:

Minimum amount available for the project – EUR 10.000,00.

Maximum amount available for the project – EUR 150.000,00.

Maximum intensity of the support

The grant funds make up to 85 per cent of the total eligible project expenditures.

Dates for project implementation

 

Project implementation period: from the day of entry into force of the project contract until the date specified in the project contract, but no later than by 30 April 2016.

The starting and the final date for submitting the application

 

The starting date for submitting the application: 30 January 2015 at 8.00 am.

The final date for submitting the application: 30 March 2015 at 5.00 pm.

Applications may be sent:

  1. By registered mail (an application shall be deemed to be delivered in time, when the date of the postal seal on the envelope is not later than the last day for submitting the applications);
  2. By courier (an application shall be deemed to be delivered in time, when the date and time of its delivery to the courier indicated on the envelope is not later than the end of the term for submitting the applications);
  3. Delivered personally to the Central Project Management Agency.

Project selection manner

The projects to be funded are selected via one open call.

The assessment of the project applications will be carried out by the Central Project Management Agency.

A decision regarding funding for the projects will be made by the Ministry of the Interior of the Republic of Lithuania, having in regard the recommendations of the Project Selection Committee.
