Objective

The aim of 2009–2014 European Economic Area financial mechanism programme LT03 “Biodiversity and ecosystem services” is halt loss of biodiversity.

Supported activities

 

Funding under the programme will be provided for the following activities related to:

  • preparation of restoration plans for big wetland complexes and restoration of wetlands involving local communities;
  • restoration of wetlands involving local communities;
  • development of mechanisms to maintane a good status of open natural habitats involving local communities;
  • improvement of functions maintaining migration of ecological network;
  • identification of sensitive conflict territories in terms of protection of biodiversity when developing capabilities of wind power generation and preparation of guidelines for conflict management;
  • identification of impact of climate change on biodiversity and preparation of adjustment measures;
  • consolidation of historic and decentralized data on the vegetation and location sites of protected species into a single national Protected Species Information System.

Eligible applicants

 

Eligible applicants for funding under activities provided in clause 6 of the Guidelines include all legal entities, registered in the Republic of Lithuania and meeting requirements listed in clause 1 and 2 of the Methodology for the Evaluation of Eligibility for Financing (Annex 2 of the Guidelines) as applicable to the applicant.

The applicant may submit its application individually or together with the partner/partners. In the event an application is submitted by an applicant together with a partner/partners, this shall be indicated in the application.

Project partner/partners, applicant/applicants for financing, include legal entity/entities, registered in the Republic of Lithuania or a donor state, and meeting all requirements listed in clause 1 and 2 of the Methodology for the Evaluation of Eligibility for Financing (Annex 2 of the Guidelines) as applicable to the partner.

Project is also open to partner/partners non-applicant/applicants for financing and registered in the Republic of Lithuania, Donor State or other country receiving assistance under the EEA financial mechanism and meeting all requirements listed in clause 1 and 2 of the Methodology for the Evaluation of Eligibility for Financing (Annex 2 of the Guidelines) as applicable to the partner, excluding clause 1.1.2.5.

Total budget of the call

LTL 13.436.191,39 (EUR 3.891.390,00)

Minimum and maximum amount of funding available for the project

Project implementing one or more activities listed in clauses 6.1-6.3 of the Guidelines, is eligible to minimum funding of up to LTL 1,001,312 (up to EUR 290,000) and maximum funding of up to LTL 4,488,640 (up to EUR 1,300,000).

Project implementing one or more activities listed in clause 6.4 of the Guidelines, is eligible to minimum funding of up to LTL 1,001,312 (up to EUR 290,000), and maximum funding of up to LTL 4,488,640 (up to EUR 1,300,000).

Project implementing one or more activities listed in clause 6.5 of the Guidelines, is eligible to minimum funding of up to LTL 172,640 (up to EUR 50,000) and maximum funding of up to LTL 863,200 (up to EUR 250,000).

Project implementing one or more activities listed in clause 6.6 of the Guidelines, is eligible to minimum funding of up to LTL 172,640 (up to EUR 50,000), and maximum funding of up to LTL 863,200 (up to EUR 250,000).

Project implementing one or more activities listed in clause 6.7 of the Guidelines, is eligible to minimum funding of up to LTL 172,640 (up to EUR 50,000), and maximum funding of up to LTL 690,560 (up to EUR 200,000).

Maximum intensity of the support

Grant rate is set as percentage expression of funding, calculated based on total value of eligible expenditure. Grant rate for the partner is set accordingly to that of the applicant. Funding intensity may be as follows:

  • up to 100 percent, for public legal entities (excluding NGO);
  • up to 90 percent, for the non-governmental organisations and private legal entities.

Dates for project implementation

The project implementation agreement enters into force on the date of the signing thereof by the last party to the project implementation agreement. The project implementation agreement is valid until the parties have fulfilled all the obligations provided in therein, or the project implementation agreement is terminated.

All project activities shall be completed by the date specified in the project implementation agreement but not later than by 30 April 2016.

The starting and the final date for submitting the application

 

The starting date for submitting the application: 21 February 2014 at 8.00 am.

The final date for submitting the application: 28 April 2014 at 5.00 pm.

Applications may be sent by the specified deadline by registered mail and/or using the services provided by couriers or delivered in person to the CPMA

Applications will have to be received at the Central Project Management Agency or sent by registered mail (postal stamp) or using the services provided by couriers (delivery date to the courier) within the deadline.

Project selection manner

The projects to be funded are selected via open call.

The assessment of the project applications will be carried out by the Central Project Management Agency.

A decision regarding funding for the project will be made by the Ministry of Environment of the Republic of Lithuania, having regard the recommendations of the Project Selection Committee.
