Objective

 

The Programme is aimed at facilitating the reduction of economic and social inequalities in the European Economic Area and strengthening of bilateral relations between Norway and Lithuania, and at improving public health and reducing heath inequalities in Lithuania.

The purpose of the Measure – development of a model for the provision of youth-friendly health care services (hereinafter – the Model), which means the entirety of provisions encompassing youth health care (treatment, diagnostics, prevention and monitoring) and consulting services, defining the mission, vision, principles, goals and tasks of the system of services, covering the organisation, management and financing of the provision of services and of the motivation of healthy lifestyle in the forms most acceptable to youth as well as ensuring their quality and monitoring.

Supported activities

 

Funding under the Measure will be provided for following activities:

  1. development of the Model – surveys, research, analyses, assessments and other activities necessary for the development of the Model;
  2. implementation of the Model (as a pilot project) – provision of services captured by the Model to youth and other activities necessary in implementing the Model (as a pilot project);
  3. assessment and improvement of the Model, consulting and other activities necessary for ensuring the continuity of the Model.

Eligible applicants

 

Eligible applicant has to be a legal entity (a private, public, non-governmental organisation, commercial, non-profit seeking organisation, intergovernmental organisation, a separate enterprise / institution), who:

  1. has been registered in the Register of Legal Entities of the Republic of Lithuania for at least one year before the day of entry into force of the Guidelines;
  2. is engaged in the activity related to the sphere of the health system.

An applicant may also fill the application jointly with a partner (partners). The partner(s) has to be legal entities registered in the Republic of Lithuania for at least 1 year before the entry into force of the Guidelines and (or) legal entities registered in the Kingdom of Norway complying with all requirements set in item 1.1.1, sub item 1.1.2.2 and item 1.1.3 of Annex 2 to the Guidelines.

Partnerships with Norwegian entities are encouraged.

Total budget of the call

LTL 1.581.800,19 (EUR 458.121,00).

Minimum and maximum amount of funding available for the project

Minimum amount available for the project – LTL 1 381 120.00 (EUR 400 000.00).

Maximum amount available for the project – LTL 1 581 800.19 (EUR 458 121.00)

Maximum intensity of the support

The grant and co-financing funds make up 100 per cent of the total eligible project expenditures.

Dates for project implementation

The starting date of the project is the date of the entry of the project implementation agreement into force.

The project implementation period is no later than by the timeline fixed in paragraph 126 of the Rules:

  1. to develop the Model within the period not longer than 6 months of the day of signing the project implementation agreement;
  2. after approval of the developed Model by the Ministry of Health, to implement the Model (as a pilot project) within the period not longer than 6 months in at least one municipality of the Republic of Lithuania selected by the project promoter and coordinated with the Ministry of Health;
  3. the timelines established in subparagraphs 24.1 and 24.2 of the Guidelines may be extended only having obtained the approval of the Ministry of Health and the CPMA.

The starting and the final date for submitting the application

 

The starting date for submitting the application: 12 February 2014 at 8.00 am.

The final date for submitting the application: 14 April 2014 at 5.00 pm.

Applications should be sent by the specified deadline by registered mail and/or using the services provided by couriers or delivered in person to the CPMA.

Applications will have to be presented to the Central Project Management Agency or sent by registered mail (postal stamp) or using the services provided by couriers (delivery date to the courier) within the deadline.

Project selection manner

The project to be funded is selected via open call.

The assessment of the project applications will be carried out by the Central Project Management Agency.

A decision regarding funding for the project will be made by the Ministry of Health of the Republic of Lithuania, having in regard the recommendations of the Project Selection Committee.
