PROGRAMME “CONSERVATION AND REVITALISATION OF CULTURAL AND NATURAL HERITAGE” under THE EUROPEAN ECONOMIC AREA FINANCIAL MECHANISM 2009-2014

Call for proposals under the Programme “Conservation and Revitalisation of Cultural and Natural Heritage” of the European Economic Area (EEA) Financial Mechanism (hereinafter referred to as “the Programme”)

Objectives

 

1. Improve and increase public awareness of national heritage as well as its importance and significance in order to preserve it and to transfer it to future generations.

2. Enable the maintenance and preservation of immovable cultural heritage objects by efforts of owners and/ or managers of such objects as well as people engaged in traditional crafts.

3. Enable the conduct of the cultural heritage research and related consultations in the regions of Lithuania.

4. Take account of and raise public awareness about the principles of non-discrimination and tolerance; cultural diversity and intercultural dialogue (also involving national minorities).

Funding Measures

 

Assistance under the Programme (total amount LTL 32.464.599,81 (EUR 9.402.398,00)) will be provided along the following Funding Measures:

1. projects on the maintenance of wooden buildings of immovable cultural heritage (“Funding Measure I”): 50% of the total amount allotted for the implementation of projects;

2. projects on the completion of maintenance works onpartly restored non-wooden immovable cultural heritage and the adaptation of cultural heritage buildings for the public needs(“Funding Measure II”):35% of the total amount allotted for the implementation of projects;

3. projects on the establishment or development of applied cultural heritage research and conservation centres (hereinafter referred to as “Research Centres”) in cultural heritage buildings (“Funding Measure III”):15% of the total amount allotted for the implementation of projects.

 

A minimum of 5% of the funding for the open call will be allocated to projects taking account of or related to the Jewish cultural heritage of Lithuania. This element will be scored within the project evaluation process.

 

Assistance under Programme will be provided to the following activities:

  • Restoration, maintenance and adaptation of immovable cultural heritage;
  • training aimed at improvement of skills of specialists of the protection of immovable cultural heritage, restorers, traditional craftsmen (carpenters, joiners, roofers etc.) and/or exchange of experience including training of persons in such crafts;
  • training aimed at presenting cultural heritage, its value, the necessity and the ways to conserve it etc. to members of the public;
  • establishment or development of applied cultural heritage research and conservation centres in cultural heritage buildings.

Eligible applicants

 

Eligible applicants:

1) a legal person registered in the Republic of Lithuania which owns or which has received, on a loan-for-use or trusteeship basis, an immovable cultural heritage building/buildings that is/are on the Register of Cultural Properties (applicable to Funding Measures I and II);

2) a legal person registered in the Republic of Lithuania which owns or which has received, on a loan-for-use or trusteeship basis, an immovable cultural heritage building/buildings (applicable to Funding Measure III);

3) applicants under Funding Measure III must operate in the field of protection and/or research of immovable cultural heritage.

The applicant must meet the eligibility requirements set out in Annex 2 to the Guidelines to Applicants for Obtaining Assistance under the Programme “Conservation and Revitalisation of Cultural and Natural Heritage” Co-Financed by the Republic of Lithuania and the European Economic Area (EEA) Financial Mechanism (hereinafter referred to as “the Guidelines”) approved by Order of the Minister of Culture of the Republic of Lithuania No ĮV-664 of 25th September 2013.

The applicant may submit its application individually or together with a partner/partners from Lithuania and/or Iceland, Liechtenstein and/or Norway (“the Donor States“). The number of partners participating in a project is not limited.

Where the application is being submitted together with partner/partners from the Donor State/States, a copy of a joint-activity agreement drawn up in English and signed by the applicant and the partner/partners shall be appended to the application. Where the partner/partners are from Lithuania only, a copy of a joint-activity agreement drawn up in Lithuanian and signed by the applicant and the partner/partners shall be appended to the application.

Project financing budget of the Call

LTL 32.464.599,81 (EUR 9.402.398,00)

Minimum and maximum financing amounts

The minimum amount of the funding allocated for the implementation of a project is LTL 690.560,00 (EUR 200.000,00).

The maximum amount of the funding allocated for the implementation of a project is LTL 2.416.960,00 (EUR 700.000,00).

Project financing intensity

The maximum funding intensity is 90% of the total eligible expenditure of a project.

Should the project promoter undertake to finance, by its own funds and/or its partner/partners’ funds, an amount exceeding 10% of total eligible expenditure of the project, such project will receive additional points in the evaluation.

Project implementation term

Activities of the project shall be started not later than within 3 months from the date of signature of the project implementation agreement. All project activities shall be completed by the date specified in the project implementation agreement but not later than by 30 April 2016.

Deadline for and methods of submission of applications

 

Start of submission of applications: 8.00 a.m. on 4th October 2013

End of submission of applications: 5.00 p.m. on 20th December 2013

The application may be sent by registered letter and/or by courier and/or delivered by hand prior to the deadline referred to above.

The application is deemed to be submitted in time if the date stamp placed at the posting location or the date of handing over to the courier is not later than the last date of the term for the submission of applications.

Project selection method

Financing will be allotted by the competitive project selection method.

Evaluation of projects will be organised and carried out by the CPMA.

The decision on funding/not-funding the project will be made by the Minister of Culture, having regard to the recommendations of the Project Selection Committee.
