PROGRAMME “RISK GROUP CHILDREN AND YOUTH” UNDER THE EUROPEAN ECONOMIC AREA FINANCIAL MECHANISM 2009–2014

Title of the call for proposals

Call for proposals under the programme   “Risk Group Children and Youth” (hereinafter referred to as the Programme) of the European Economic Area Financial Mechanism 2009–2014.

Objectives

To improve the welfare of risk group children and youth.

Supported fields of activities

1. Measure “Development of Lithuanian Child Day Care Centres (hereinafter referred to as CDCC)”:

  • Creation and modernisation of the infrastructure of CDCC;
  • Development of services of CDCC;
  • Acquisition of measures for CDCC activities;
  • Development of the inter-institutional cooperation.

2. Measure “Development of Open Youth Centres   (hereinafter referred to as OYC)”:

  • Creation and modernisation of the infrastructure of OYC;
  • Development of services of OYC;
  • Acquisition of measures for OYC activities;
  • Activities specified in Section III of the Description of Activities of Open Youth Centres (hereinafter referred to as the Description of OYC activities) approved by Order No. A1-570 of 11 December 2012 of the Minister of Social Security and Labour (Official Gazette, 2012, No. 146-7548);
  • Establishment of cooperation networks between OYC;
  • Development of the inter-institutional cooperation.

3. Measure “Development of Lithuanian Child Day Care Centres with Open Space for Youth” (hereinafter referred to as the CDCC with OYS):

  • Creation and modernisation of the infrastructure of CDCC with OYS;
  • Development of services of CDCC and OYS;
  • Acquisition of measures for CDCC and OYS activities;
  • Development of the inter-institutional cooperation;
  • Activities indicated in Part III of the Description of OYC activities.

4. Measure “Improvement of Competences Necessary for Work with Risk Group Children and Youth” (hereinafter referred to as Competence Improvement):

Development and implementation of training programmes of employees and volunteers of CDCC, CDCC with OYS, and OYC for work with risk group children and youth.

Eligible applicants

1. All public legal entities registered in the Republic of Lithuania (state enterprises, budgetary institutions, religious communities or associations, public institutions, associations, charity and support funds) are eligible to submit calls for proposals and receive support under the Programme measures “Development of CDCC”, “Development of OYC”, “Development of CDCC with OYS”.

2. Legal entities registered in the Republic of Lithuania and performing activities of CDCC and (or) OYC are eligible to submit calls for proposals and receive support for the implementation of the Programme measure “Qualification Improvement”.

The budget of the call for

proposals

LTL 19.494.028,86 Lt (EUR 5.645.861,00).

Minimum and maximum amount of funding available for the project

1. Measure “Development of CDCC”: minimum amount available for the project – LTL 690.560,00 (EUR 200.000,00);
maximum amount available for the project – LTL 759.616,00 (EUR 220.000,00).

2. Measure “Development of OYC”: minimum amount available for the project – LTL 690.560,00 (EUR 200.000,00);
maximum amount available for the project – LTL 759.616,00 (EUR 220.000,00).

3. Measure “Development of CDCC with OYS”: minimum amount available for the project – LTL 690.560,00 (EUR 200.000,00);
maximum amount available for the project – LTL 894,154.35 (EUR 258.965,00).

4. Measure “Competence Improvement”: minimum amount available for the project – LTL 690.560,00 (EUR 200.000,00);
maximum amount available for the project – LTL 725,088.00 (EUR 210,000.00).

Maximum intensity for the support

The maximum possible funding intensity reaches 90% of all the total eligible project costs.

Dates for project implementation

The minimum project duration is 12 months. All project activities must be accomplished before the date specified in the project implementation contract, but not later that 30 April 2016.

Deadline for and methods of submission of applications

Start of submission of applications: 8.00 a.m. on 31 December 2013

End of submission of applications: 5.00 p.m. on 17 March 2014

Applications may be sent by registered letter and(or) courier or delivered by hand prior to the deadline indicated in the call for proposals.

The application is deemed to be submitted in time if the date stamp at the posting location or the date of handling over to the courier is not later than the last date of the term for the submission of applications.

Project selection manner

Financing will be allocated by the competitive project selection method.

Evaluation of projects will be organised and carried out by the CPMA.

A decision regarding funding or non-funding of a project will be made by the Minister of Social Security and Labour of the Republic of Lithuania with regard to the recommendations of the Project Selection Committee.
