ASSISTANCE UNDER THE INSTRUMENT “MEDIATION PROGRAMME FOR CRIMINAL JUSTICE ESTABLISHED AND APPLIED” OF THE PROGRAMME “CORRECTIONAL SERVICES INCLUDING NONCUSTODIAL SANCTIONS” UNDER THE NORWEGIAN FINANCIAL MECHANISM

Objective

 

The main objective of the Programme is to improve Lithuanian correctional services system in compliance with relevant international human rights instruments. Objectives of the Programme:

  • overcome challenges connected to growing prison populations and prison overcrowding;
  • increase application of alternatives to prison;
  • increase focus on vulnerable groups in prison;
  • improved competences of both inmates and prison staff.

The project shall contribute to the objective of the Programme to increase application of alternatives to prison.

Supported activities

 

The assistance for the implementation of the project shall be granted for the following underlying activities:

  • development and implementation of the mediation programme in criminal justice system;
  • training of employees capable of providing mediation services (mediators) in criminal justice system;
  • provision of mediation services in criminal justice system.

Eligible applicants

 

The eligible applicant shall be an entity, which complies with the following requirements:

  • has been registered in the Register of Legal Entities of the Republic of Lithuania for at least one year before the day of entry into force of the Guidelines;
  • is related to the area of activity for which the assistance is required;
  • is directly responsible for the implementation and management of the project for the implementation of which the assistance is required, and is not an intermediary;
  • an provide the proof of its institutional skills and experience required for the implementation of the project (in terms of the extent and complexity of activities, project results, etc.) and financial resources guaranteeing the funding of the project throughout the entire project implementation period and of the financial and institutional continuity of the project;
  • has required administrative skills and capacities guaranteeing the implementation and continuity of the project;
  • has experience and skills necessary for project management considering the extent and complexity of the project;
  • complies with other requirements listed in paragraphs 1 and 2 of the Methodology for Eligibility Assessment (Annex 2 to the Guidelines) applied to the applicant.

The applicant may implement the project alone or together with a project partner. A project partner may be a legal person registered in the Republic of Lithuania or in the Kingdom of Norway who complies with requirements listed in paragraphs 1 and 2 of the Methodology for Eligibility Assessment (Annex 2 to the Guidelines) applied to the project partner. A person, who complies with the criteria referred to in paragraph 21 of the Guidelines, may not be a project partner.

A partner who does not seek to obtain funding can also participate in the project implementation. A partner who does not seek to obtain funding is not subject to the requirements applicable to the project partner and the project applicant.

It is obligatory to submit a copy of the valid joint activity (partnership) agreement together with the application. If at least one project partner is registered in the Kingdom of Norway, the joint activity (partnership) agreement shall be drawn up in English.

Total budget of the call

LTL 1.592.162,04 (EUR 461.122)

Minimum and maximum amount of funding available for the project

Minimum amount of assistance granted for the project implementation is LTL 1.035.840,00 (EUR 300.000).

Maximum amount of assistance granted for the project implementation is LTL 1.592.162,04 (EUR 461.122).

Maximum intensity of the support

The intensity of funding shall be expressed as percentage of funding calculated from the total amount of eligible expenditures. The intensity of funding shall be determined for each applicant and each partner separately. The intensity of funding may be:

  • 100 percent of the total eligible project expenditures where an applicant or a project partner or partners (hereinafter – the partner) is an entity financed from state or municipal budget funds.
  • 90 percent of the total eligible project expenditures where an applicant or a project partner does not comply with the conditions referred to in subparagraph 16.1 of the Guidelines, but can be deemed to be eligible applicants under paragraphs 20 and 21 of the Guidelines, or eligible project partners under paragraph 23 of the Guidelines.

For the purpose of applying the funding intensity referred to in subparagraph 16.2 of the Guidelines, an applicant or its partner, who is a non-governmental organisation, shall have the right to contribute to the project implementation by in-kind contribution. In that case the in-kind contribution may be only voluntary labour and such contribution may not exceed 50 percent of the amount of own contribution of the applicant or project partner.

Dates for project implementation

The project contract shall enter in to force from the day of its signing by the last party to the project contract.

All project activities shall be completed by the date specified in the project implementation agreement but not later than by 30 April 2016.

The starting and the final date for submitting the application

 

The starting date for submitting the application: 3 January 2014 at 8.00 am.

The final date for submitting the application: 3 March 2014 at 5.00 pm.

Applications may be sent by the specified deadline by registered mail and/or using the services provided by couriers or delivered in person to the CPMA

The application sent by registered mail shall be deemed to be submitted in time if the date of the postal seal on the envelope is not later than the last day of the acceptance of applications.

The application sent using courier services shall be deemed to be submitted in time if the date and time of delivery of the application to the courier indicated on the envelope is not later than the end of the term of acceptance of applications.

Project selection manner

The projects to be funded are selected via open call.

The assessment of the project applications will be carried out by the Central Project Management Agency.

A decision regarding funding for the project will be made by the Minister of Justice of the Republic of Lithuania, having regard the recommendations of the Project Selection Committee.
