Open call for bilateral fund activities of the programme “Promotion of diversity in culture and arts within European cultural heritage” under EEA financial mechanism 2009-2014

The Ministry of Culture of the Republic of Lithuania announces the call for Bilateral Fund measure “a” activities of the programme “Promotion of diversity of culture and arts within European cultural heritage” under the EEA Financial Mechanism 2009-2014.Measure “a” of the Bilateral Fund is dedicated to fund the search of project partners from Norway, Iceland and Liechtenstein (the Donor states) aiming to implement common projects under the programme “Promotion of diversity of culture and arts within European cultural heritage” in Lithuania.

Eligible applicants (activity promoters) can be legal entities registered in Lithuania, operating in the cultural sector (in one or several areas of funding) and established not later than one year prior to submitting the application. Activity partner can be legal entity or other organisation from the Donor states.

• Visual arts*
• Performing arts
• Music
• Interdisciplinary art
• Architecture
• Library activities
• Ethnic culture
• Literature
• Culture and art education
• Dissemination of cultural heritage
• Culture and cultural heritage digitization
• Museum and gallery activities

Eligible activities are:
visits by the activity promoter and the activity partner to meet each other in preparation to submit a donor partnership project;

Evaluation criteria for the proposed activities are:
1) the donor partnership project planned as an outcome of the activity for the implementation of which the application is submitted has the features of an international co-production project or international cultural cooperation project;
2) activity is necessary in order to prepare the partnership project for the programme “Promotion of diversity of culture and arts within European cultural heritage”;
3) the budget of the activity is reasonable, balanced and realistic and all planned costs are necessary for the achievement of the activity’s objectives.

100 percent of eligible activity costs can be covered by the Bilateral Fund. The maximum grant amount for an activity is EUR 4000 out of which no more than EUR 2.000 can be allocated to cover the costs of one business trip of one person.

Measure “a” activities shall be funded through the open call for activities. Application form is established by the Minister of Culture (Annex 2 to the Rules).

Only organisations from Lithuania (activity promoters) can submit applications to receive funding from measure “a” of the Bilateral Fund. However, the costs of activity partners from donor countries are eligible costs to be covered from the Bilateral Fund.

The eligibility period for implementing measure “a” activities of the Bilateral Fund is until the end of submission of project applications of the programme “Promotion of diversity of culture and arts within European cultural heritage”. Considering the expected timeline of submission of project applications, activity promoters should plan to finish implementation of Bilateral Fund measure “a” activities until 30 June 2014.

21 March 2014 is the last day on which application form completed in English (one hard copy) should be sent to the Ministry by post (the dispatch date indicated in the postal stamp will be regarded as the application submission date).
